When Cynthia Macluskie’s son was diagnosed with autism, she thought their excellent health insurance would ensure he had the care he needed. She soon learned otherwise. Before 2008, most insurance policies did not cover treatment for autistic children or adults. Determined not to let her son fall through the cracks, Cynthia became his fiercest advocate, diving into the complex world of healthcare coverage, medical codes, and Medicaid rules.
Her fight began at her own kitchen table but quickly spread to the community. Working alongside five other mothers facing similar challenges, Cynthia helped lead the effort to pass Autism Insurance Legislation. She joined state committees in Arizona, including one appointed by the governor, and spent seven years helping shape Medicaid for those with developmental disabilities. Along the way, she became a recognized specialist in healthcare navigation, developing expertise in EPSDT (Early and Periodic Screening, Diagnostic, and Treatment) requirements and mastering the fine print that so often stands between families and the care they need.
Today, as founder of Cynthia Macluskie Insurance Solutions Company, Cynthia uses that same skill and determination to help others. She works with clients to identify gaps in their coverage and find plans that fit their specific needs, whether for dental, travel, cancer, or other specialized health coverage. Her ability to translate complicated policies into clear choices allows people to make informed decisions and gain peace of mind.
But Cynthia’s work is more than a business. She still volunteers extensively, particularly for individuals with developmental disabilities, and teaches classes to help others understand the healthcare system. She continues to serve on governance committees for UnitedHealthcare, bringing her advocacy and technical knowledge to a wider audience.

Outside of her professional and volunteer commitments, Cynthia’s life is just as full. She shares her home with three rescue dogs, all emergency saves, and is learning to play the piano.
