New Deputy Chiefs Named at the Newport Beach Police Department.
Strong leadership is essential to maintaining the high level of public safety our community expects, and I am pleased to share that the Newport Beach Police Department has promoted two highly accomplished law enforcement professionals to the rank of deputy chief.
Josh Vincelet and Shawn Randell each bring decades of experience, a strong commitment to public service, and a deep understanding of modern policing. Together, they will help support Chief David Miner and the dedicated men and women of the Department as they continue their work to keep our community safe.
Vincelet began his law enforcement career in 2001 and joined the Newport Beach Police Department in 2012. During his time with the Department, he has served in several leadership assignments, including supervising SWAT operations, overseeing field training and probationary officers, leading internal affairs investigations, and serving as commander of the combined Newport Beach and Laguna Beach SWAT and Negotiations Teams. Most recently, he led the Traffic Division, overseeing motor officers, major accident investigations, special events, parking control, animal control, and the City’s Animal Shelter. In his new role, he will oversee the Patrol and Traffic divisions, which include approximately 150 sworn and professional staff members across general operations and specialized units.
Randell’s law enforcement career began in Newport Beach as a cadet and part-time Community Service Officer, before being sworn in as a Newport Beach police officer in 2003. Throughout his career in the Newport Beach and Huntington Beach Police Departments, he has held multiple leadership roles overseeing patrol operations, narcotics investigations, professional standards, training, recruitment, community relations, and a special investigations unit that targeted serious career criminals. We welcome him back to Newport to have him oversee the Detective Division, the professionals who investigate crimes and support complex cases.
Both Vincelet and Randall have built careers rooted in service, leadership, and integrity. Their experience and perspective will strengthen our Police Department and help ensure Newport Beach remains one of the safest communities in California.
I congratulate Deputy Chiefs Vincelet and Randell on this well-deserved achievement and look forward to the leadership they will provide in the years ahead.
